Statement Issued by the Ethiopian Popular Alliance for Survival (Survival Alliance)
Since Ethiopia fell under the grip of a brutal, personalized, and authoritarian regime rooted in ethnic supremacy, its defining characteristics have become war, persecution, ethnic cleansing, and abject poverty. The country has crumbled under the weight of lawlessness; millions have been driven into destitution and displacement; hope has vanished among the citizenry; devastating state-led wars have erupted across various regions; an exclusionary, autocratic regime has stifled the nation; and Ethiopia has been pushed to the brink of state collapse. Internationally, it has lost its standing and credibility across political, economic, and diplomatic spheres.
The regime relies on disinformation, propaganda, and anti-people rhetoric, having abandoned reason, truth, equality, popular participation, justice, freedom, human dignity, and national sovereignty. It possesses neither the will nor the capacity to halt the war consuming the nation, achieve lasting peace, guarantee citizens’ rights and freedoms, restore the rule of law and order, or end the suffering, displacement, poverty, and underdevelopment imposed upon the people. In pursuit of its narrow objectives, this ethnic-autocratic regime has become a subcontractor for foreign powers, selling out the interests of Ethiopia’s peoples and transforming the country into a weak, subservient state.
Accordingly, the popular forces striving to safeguard the survival of Ethiopia’s peoples have assumed a historic responsibility: to overthrow this regime and open a new chapter that respects the survival and rights of all nationalities and peoples. The historic mission and primary objective of the popular forces is to jointly resist and defeat the catastrophic war imposed on our people, to overthrow the brutal, autocratic, one-man regime, to establish an inclusive transitional government based on a transitional charter, and to open a new democratic chapter that guarantees human and democratic rights for all Ethiopians without discrimination.
Key objectives for the transitional period following the regime’s fall:
1. Safeguarding the survival of the peoples and the security of the country; halting all wars; guaranteeing human and democratic rights; maintaining peace and stability; achieving socio-economic recovery; improving relations with neighboring countries; and restoring Ethiopia’s regional and international standing.
2. Ensuring lasting peace and the survival of the peoples through a genuine, comprehensive, and all-inclusive constitutional dialogue that addresses fundamental national and popular issues via the direct participation of the people. **The Popular Forces Forming the “Survival Alliance”**
To overthrow the ethnic-authoritarian regime, ensure the survival and security of our peoples, establish an inclusive transitional government, open a new democratic chapter, and resolve our differences peacefully through the free will of our peoples and a principled legal framework, the following forces have united:

3. Tigray People’s Liberation Front (TPLF)
4. Ogaden National Liberation Front (ONLF)
5. Afar People’s Party (APP) / Afar Revolutionary Democratic Unity Front (ARDUF)

7. Gumuz People’s Democratic Movement
These organizations have established a joint alliance named: **The Ethiopian Popular Forces Alliance for Survival** (abbreviated as the **Survival Alliance**).
Following extensive efforts and lengthy discussions, we are pleased to announce the formation of this historic and decisive alliance—one long awaited by the Ethiopian people. On this occasion, we issue the following appeals:

1. To all Ethiopians, civil society organizations, and political parties:
We respectfully invite you to join as partners in this struggle for survival—recognizing that the ruling regime is a force intent on destroying the very existence of all Ethiopia’s peoples—and to embrace the goals and path of the Survival Alliance’s struggle.
2. To security forces and regime leaders:
You must realize that the regime you serve has brought an existential threat to the peoples of Ethiopia. It is a regime that is anti-people, anti-peace, and anti-democratic, and is founded on ethnic supremacy. Time is running out. We call upon you to stand with your people and your homeland, and to join the struggle to save Ethiopia.
3. To neighboring countries, African nations, and the international community:
We call upon you to stand with the peoples of Ethiopia, as well as with justice and democracy. We urge you to recognize that an ethnic-based authoritarian regime—isolated from its own people—possesses neither the capacity nor the will to ensure peace and stability in Ethiopia or the Horn of Africa; it is a regime that is collapsing and resisting its overthrow by the popular struggle.
